

MUSCAT: Investment agreements worth more than RO 1 billion have been signed for a range of housing, tourism and service projects across the Sultanate of Oman as part of the ongoing Urban October 2026 programme. The agreements, covering 20 partnership, development and tender awards, include projects in Sultan Haitham City, Al Thuraya City, Khazaen Economic City, Khasab and several integrated residential neighbourhoods under the Surooh programme, in addition to integrated tourism projects.
The Ministry of Housing and Urban Planning (MoHUP) signed eight agreements to develop integrated residential neighbourhoods under the Surooh programme, with a combined investment value of RO 186.6 million. The projects will provide 2,443 housing units across a total area of around 1.74 million square metres.
According to Nasser bin Khamis al Siyabi, Director-General of Real Estate Development at the Ministry of Housing and Urban Planning, the projects include around 1,850 residential units in addition to nearly 600 residential plots. He said the projects are aimed at providing citizens with a wider range of housing options while encouraging real estate developers to invest in integrated residential communities.
The Surooh projects include a development in Al Seih Al Ahmar, Bidbid, with Dream Villa, valued at RO 20.86 million and comprising 355 housing units. In Waihi Al Mar, Bahla, a project with Al Mukhattat International Investments is valued at RO 13.32 million and includes 175 units. A project in Raddat Al Busaid, Nizwa, being developed by Kethban Real Estate, is valued at RO 28.83 million and includes 214 units. In Al Khadra Al Jadeeda, Al Buraimi, the project with Surooh Al Buraimi is valued at RO 12.04 million and includes 97 housing units.
A project in Al Amjad neighbourhood, ِAl Rustaq, with Abraj Bausher, is valued at RO 2.75 million and includes 271 units. In Al Rafaa, Sohar, a project with Meezan Building and Development is valued at RO 4.85 million and comprises 321 units. A development in Falaj Al Sham, Bausher, with Al Daham Real Estate, is valued at RO 57 million and includes 430 housing units. Another project in Taqah, Dhofar, with Al Dhahab Real Estate, is valued at RO 47 million and comprises 580 housing units.
In Al Thuraya City, Zawaya Group will develop neighbourhood 5C at an investment of RO 45 million. A second agreement with Al Nama Real Estate covers neighbourhoods 5A and 5B, with an investment value of RO 55 million. Meanwhile, consultancy services for the detailed master plan of the third phase of Al Thuraya City were awarded to BIG at a value of RO 4.5 million.
In Khazaen Economic City, a development agreement was signed with Mada Group for an integrated residential neighbourhood valued at RO 50 million.
In Kumzar Residential Scheme in Musandam, two tenders were awarded to Al Saaiq Company for the construction of a government school and a health centre, with a combined investment value of RO 5 million.
The tourism sector accounts for some of the largest investments announced under the programme. A development agreement for the Al Bandar project was signed with an investment value of RO 700 million, while an agreement was also signed for the development of the waterfront project at Sultan Qaboos Port with Oman Tourism Development Company (OMRAN Group).
Another major project is Yankat Hills, being developed by Masa Al Qurm Development with an investment value of up to RO 80 million. Tariq bin Abdul Latif al Zadjali, CEO of Masa Al Qurm Development, said Yankat Hills will be an integrated tourism destination featuring a five-star hotel with 100 rooms, 300 resort-style residential units and 35 retail outlets.
In Taqah, Dhofar, Al Dhahab Real Estate is developing a residential and commercial project overlooking the Arabian Sea, with an estimated investment of RO 40 million. Ali Mohammed Ba Omar, CEO of Al Dhahab Real Estate in Dhofar, said the project will include more than 580 residential units, together with a commercial strip overlooking the Arabian Sea.
Urban October 2026, organised by the Ministry of Housing and Urban Planning, continues until October 8.
